The Council gathers irregularly, on call, when something demands the full body in person: not avatars, not visions, not letters. When they do meet, they meet in Frae City: Cronus's city, on his ground. The choice is not incidental. Frae City was founded during the Week of Crimson Rain as the seat of mortal resistance, the place where the Gods' Law was forged, and the tradition of meeting there has held ever since. What is decided is rarely announced. Kingdoms send observers. Scholars study the outcomes for years after. A Council session is a moment of awe and terror: a sign that history itself is about to turn. The gods arrive without ceremony and leave the same way. Cronus is always already there when they arrive.
