Bellhalt sits where the rail-line meets the principal river and the Midarra coast at once. The Halfling-English compound carries both meanings: the rail-stop bell and the rail-halt. Most of half a continent's sea-trade lands here, and almost none of it stays; the Vordsbench's hearing chamber and the HRA's regional headquarters sit one block apart at the junction, and the locals will tell you the fastest and the slowest decisions on the continent are made within a stone's throw of each other.

The Harbour That Stays

Itsasalda is the harbour where half the continent's sea-trade arrives and nothing of it stays. Brauogi grain ships, Myrkono wool, Floteyn timber, Ehizahar trade, the Order of Steam's heavy industrial freight, Nashavel small-traders who would rather pay Bellhalt docking than Zuzental legal fees: most of it comes by sea, most of it lands at the Muino-saila gaps, and most of that lands at Bellhalt. At any given hour the working population is mostly passing through. The thing that makes Itsasalda itself, the thing a traveller remembers, is the part that never moves.

Itsasalda is anchored by the Vishkanya at their fullest expression: the shaping hand as the steadfast watch, the people who stay to keep what they shaped. A Vishkanya household at Bellhalt has watched the harbour from the same window for three or four lifetimes. The older great-mothers sit at the espresso bars al banco, at the same counter the same bar-owner's family has poured their morning coffee at for as long as either family can remember, and they look at the weather through the open door before they walk on. An old Vishkanya woman on the same dock stool she has kept every morning for fifty years watches a Brauogi grain ship unload with the exact expression of someone watching weather.

The watching Vishkanya stand in deliberate contrast to the rail-Halflings of the HRA, the road in the blood run down the lines: the watch stays, the rail moves, and the harbour holds both. The chronicle-record reads the pairing as the domain's two tempers meeting at one junction, and a Lautaran will tell you that the harbour where nothing stays is kept by the people on the continent least inclined to leave.

The Watch

The steadfast watches, Vishkanya by gravity. A watching household keeps the dock, the window, the counter, the morning espresso, and the long view across lifetimes; its claim to authority is the tide-count it can lay on the Watchroll. Its conviction is that the harbour outlasts every king who ever sailed into it, and that watching is the work.

The Rail

The train calls; his life got faster. A rail household runs with the HRA (the Halfling Railworkers' Association): the crews who carry the freight on, the conductors, the continental union, the road in the blood that never sits down. Its conviction is that the deal is a thing in motion and the work is moving it. Dock-households and rail-households argue along the line at festival-meals, and the oldest Bellhalt families, Vishkanya and Halfling both, have kin on each side of it.

The Vordsbench

Itsasalda is governed by the Vordsbench, a permanently-seated slow council at Bellhalt. The name is a mixed-stratum compound: Icelandic vörðr "watchman" (the same root that names the Vordfjall range on the Cape border) joined to English bench, the seated body. "The watcher's bench." The council is composed of Watchers, and a Watcher's seat is earned by a verified count of tides watched from the same dock, the same river-stretch, or the same harbour-window, by long custom roughly a generation's count. Standing on the Vordsbench is demonstrated competence held across time. A seat is not won by election, wealth, or pedigree; it is won by having watched.

The council's defining principle, framed at its founding and repeated at every autumn ruling, is the one the page opens with: the king will go; the dock will not. The Vordsbench has kept Itsasalda's working life through generation after generation of Forgotten Kings, raid-cycles, plagues, and grain-collapses, on the conviction that a polity anchored to the tide outlasts any polity anchored to a crown.

Founding · the Forgotten King's Failed Approach

The Vordsbench consolidated in the mid-Dark Era out of a habit that had been there as long as the harbour. The founding moment is dated by chronicler-tradition to a Forgotten King's failed approach in the mid-1700s MR (the named king and the exact year are canon-pending): the dock-watchers refused his alliance and his levies, stayed at the dock through his threats, and were vindicated within a year by his collapse. The earliest surviving entries on the Watchroll date from the autumn meeting that followed. The polity is approaching its seventh century by current reckoning and is among the older standing institutions on the continent.

The Watchers

The seated council. A seat is earned by tide-count, verified against the harbour records before confirmation. A seat is a watch; to take the watch is the confirmation-rite. The Watchroll is open by rule to any ancestry that accumulates the count, and Vishkanya by gravity rather than by statute; the seated body has run mostly Vishkanya for as long as the record reaches, with a minority in any generation Halfling, occasionally a long-stay kitsune family elder, occasionally a Brauogi grain-house's third generation at Bellhalt.

The Senior
peer-elected · first among equals

The standing presiding seat, elected from the seated body by the other Watchers. The Senior holds no separate watch and carries no separate vote-weight; the office is the council's voice abroad and its convening hand at the two great days. It was the Senior of the day who refused the Forgotten King, and the Senior of the day who, generations later, swore the Quietline with the Empire's regional governor.

The Reckoners
the scrivener corps · the watching people's other craft

The keepers of the Watchroll, the tide-count, and the held-deal registry that runs alongside the Jianna route-priest's witnessing round. They hold the institutional memory across the generations the seated Watchers do not individually span. A senior Reckoner gatekeeps which petitions reach the Long Hearing, which makes the office one of the most consequential in Itsasaldan civic life, and quietly more powerful than most seated Watchers. The Reckoners serve the Vordsbench; they are not Watchers, though a career Reckoner is sometimes elevated to the Watchroll on retirement once the tide-count is met.

The Standing

The Vordsbench's permanently-resident officer on the Itsasaldan half of Hringseyja. She handles routine Quietline incidents on her own authority, reports to the council by quarterly letter, and presides at the four protocol days a year alongside her Empire-side counterpart. The role was founded mid-Adventurer Era with the swearing of the Quietline (see Hringseyja and the Quietline below).

Proposals are tabled at the spring Long Hearing's Open, watched across two full seasons, and ruled at the autumn Long Ruling's Close. Most of public life runs on the prior winter's rulings; a new ruling affects only the next year, and only after it has survived its own watching. The two-season rule is non-negotiable; urgent matters are by definition rare, and are handled by the Standing or routine harbour officers within their portfolio.

The Held Deal and the Route-Priest

Itsasaldan Jianna-clergy bless the running of a contract, not the moment of strike. A Bellhalt Jianna-priest walks a fixed route between the warehouse-shrine niches set into the working walls of the harbour, tending each shrine's slow-fuel fire (lit at dawn by the kitsune bar-owners' youngest, foxfire-kindled against the winter wet), visiting the merchant houses whose contracts come before the Vordsbench, and witnessing the running ledger of contracts currently being honoured.

A contract is opened at first shipment, witnessed by-cycle, renewed at each year's turn, and closed at honoured completion. A contract that fails is broke, marked publicly, and falls from the registry. Held and broke are adjectives that attach to merchants as readily as to deals: a held merchant is one whose running ledger the harbour trusts, and a broke merchant is one the registry has dropped. The Reckoners keep the held-deal registry alongside the Watchroll, and the route-priest's witness is what writes a contract into the harbour's working faith.

The Route-Priest's Year · Two Great Days

The route-priest's year turns on the same two days as the Vordsbench's. At Long Hearing's Open in spring, the previous year's Watchroll-summary is burned at the harbour edge to open the year. At Long Ruling's Close in autumn, the year's rulings are sealed with island-wax (see Hringseyja and the Hringbark below) tuned to Jianna's resonance and mixed with tide-water at the dockside.

Merkavar's four-Azoka Seasonal Assembly is acknowledged, and HRA delegations travel south for Uzta-Azoka; locally, the two-day Bellhalt calendar is the one that runs. Shuun of Floteyn is acknowledged among coast-pilots and river-barge captains, who keep a Shuun-token at the pilot-house and toss it overboard on the day they retire: the route belongs to Shuun once the pilot is done with it, and a captain who fails to toss the token is the captain whose successor takes the wrong line.

The Bar-Owners and the River-Trade

A third Lautaran kitsune population, distinct from Emarrea's Heartcourt and from Merkavar's market-stalls, anchors the espresso-bar network of Bellhalt and the Muino-saila ports: generational bar-owners who keep the same counter across the same harbour view for lifetimes. They hold information rather than sell it, they tend the warehouse-shrine fires on the priest's morning round, and the three Lautaran kitsune populations diverged so long ago that a kitsune of one tradition reading the others' civic life sometimes recognises only the foxfire. The Bellhalt bar-owner is, in the daily working of the town, more powerful than most seated Watchers and almost as little discussed.

It is the bar-owners who say the next tide is the next person to the young arrival who has begun to wonder whether she should stay. The Watchroll's legitimacy rests on demonstrated competence over time, so a transient's question is not am I represented? but is this a harbour worth doing business in?, to which the answer is the held registry. Today's Watcher's family was yesterday's transient, accumulated across centuries.

Inland, multiple smaller rivers from the Itsasalda interior carry the most-direct water route between the Midarra coast and Merkavar's lake; the Itsasalda river-trade is the working spine of the southern network's water side. The Markaa river, the southern border with Emarrea, is the largest of the system and the route by which Emarrea's kotokoe trade-goods reach Merkavar through Itsasaldan waters. The Reckoners' customs-clerks at each river-mouth manage the river-customs that pays the Vordsbench's running cost.

Hringseyja and the Quietline

Offshore in central Midarra, roughly halfway between Itsasalda's northern coast and Cronus's Askamira to the north, the ring-island of Hringseyja (Icelandic hringr "ring" + eyja "island") is bisected between Itsasalda and the Legea Empire by a fixed partition: the Quietline. The Itsasaldan half holds Edgeward, the largest village at around 2,500 souls, three smaller fishing-and-tending hamlets along the half-island's coast, and roughly 4,000 in all. The partition-side villages call the line the Edge.

The line is held by mutual restraint and by the Hringbark wax-stands, which grow in productive quantity only on this island. The Quietline opens at the named gate dawn-to-dawn on four protocol days a year, the solstices and the equinoxes, and is closed otherwise. On the protocol days both villages set out gate-zone markets, exchange the year's correspondence between cross-line families separated at the founding partition, share a midday meal at a table set across the line itself, and run through the night by watchfire. The Vordsbench rules on partition questions only when they touch the long holding; the Standing handles the rest on her own authority and reports by quarterly letter.

The Itsasaldan Side

Edgeward and its three hamlets: fishing-and-tending villages under the Standing's resident authority, with the wax-groves on the mid-altitude meadows tended by long-inherited stewardship. Some extended households were cut in half at the original partition, and small-scale family visits across the line on the protocol days are the year's most-awaited correspondence. The half-island lives in close sight of a foreign jurisdiction across the road and has done so without breaking the line for nearly two centuries.

The Empire's half
The Faith Side

A small permanent Legea Empire population with its own port-village and a modest mission of the Divine Faith, administered from the Empire's regional governor's office. The Empire-side clergy attune Hringbark wax to their own state god at their mainland temples, by a craft developed independently of the Itsasaldan one. Cross-line contact persists in small ways: smuggling, partition-cut marriage-line disputes, and the occasional missionary venturing across to Itsasalda proper, always politely redirected by the Standing.

The Hringbark and the Island-Wax

The Hringbark is the circle-bark tree whose stands grow in productive quantity only on Hringseyja's mid-altitude meadows. The wax tapped from it is the structural reason the Quietline has held by mutual restraint for nearly two centuries: both states need the groves, and neither has found a substitute that holds attunement well. The wax-stands take five generations from planting to first productive tap, so the current standing groves are the inheritance of pre-partition stewardship and are tended on both sides of the line by long agreement.

Both clergies treat the wax as material that takes attunement: the priest tunes the raw wax to her chosen god in the preparation rite, and the wax thereafter holds that resonance until consumed. The Itsasaldan Jianna-priests tune their wax to Jianna at the warehouse-shrines and use it to seal the year's rulings at Long Ruling's Close; the Empire's Divine-Faith clergy tune theirs to their state god at their mainland temples. Both crafts work. The folk-explanation on both sides names the wax blessed, holy, the gift of the island, without naming whom. The chronicler's standing position is the same as the harbour's: the wax works.

Live Tensions

Three arguments run quietly across Itsasalda.

The HRA and the Vordsbench

The HRA's Itsasalda headquarters sits one block from the hearing chamber, and the proximity is a standing civic joke. The HRA carries the autumn voting bloc at Merkavar's Uzta-Azoka and passes continental freight-rate changes that affect contracts already running under Vordsbench-witness. The council cannot overrule a Merkavar ruling, but it can withhold Jianna-witness on the change: a rate not yet held by Itsasaldan standing is in force without held-registry credit, and merchants learn to wait for the next Long Ruling. The lever has been used three or four times in living memory and is not used lightly. The rails carry the deal, the dock holds the deal, the older bar-owners say.

The Quietline's Quiet

The protocols have held for nearly two centuries, but the Legea Empire's missionary attempts continue at a low rate, contained by the protocol-day pattern. Each generation has its own canonical incident that the village-grandmothers can recite the resolution of, and the Standing's standing work is to keep the next one small. The line is not contested; it is held by people who have decided, generation after generation, that holding it is worth more than breaking it.

The Wax-Groves

The Hringbark stands require careful tending across centuries-long maturation curves, and a poor year for the groves is a quiet emergency on both sides of the line at once. The wax that seals Itsasalda's rulings and the wax that sustains the Empire-side mission come from the same meadows; a failed harvest is the one event that aligns the two jurisdictions' interests perfectly and unwillingly.

⚿   Known to No Living Clergy

The harbour says the wax works and asks no further. The truth the harbour cannot reach is that the wax works because the island is, structurally, lightly holy: Hringseyja's soil carries the faint trace of a minor god who died on the island during the Week of Crimson Rain, two millennia ago. The Hringbark trees have grown on that soil ever since, drawing the residue up into their slow rings; the wax tapped from them carries the trace at the very edge of liturgical detection.

A Frontier God's End
The most canon-coherent candidate is one of Atezar's frontier pantheon: the pantheon's other gods are recorded as lost, and one of them meeting her end at Hringseyja with her last followers among the Crimson-Rain annihilated places the residue on the island without coining a fresh god. The trace is light. The island is not a Stillpool; it is a god-residue site, which is structurally different.
Both Crafts Work
Attunement, Unexamined
Itsasaldan Jianna-clergy and Empire Divine-Faith clergy both treat the wax as material that takes attunement. Each developed its craft independently across the centuries; each craft works; neither has examined the other's too closely, and neither traces the residue back to its source. Both folk-explanations name the wax blessed, holy, the gift of the island, without naming whom.
The Guild's Atlas
A Possible Suspicion
The Adventurers' Guild's sealed Stillpool-and-residue atlas records sites the Guild watches quietly. Hringseyja is a god-residue site rather than a Stillpool. Whether the Guild's atlas distinguishes the two, and whether either appears on the Hringseyja coordinate, remains open.

The Vordsbench is structurally unable to know this. The slow council watches what mortals do at the harbour; it has no apparatus for sensing what the soil remembers. If the dead god were ever named on the chronicler-tier record, the council would add the entry to the Watchroll's marginalia and continue ruling slowly. The chronicler's standing position is the harbour's: the wax works.
